The president is set to raise taxes on imports arriving from many countries, including Canada and Mexico. That’s on top of the tariffs that the White House has already announced on scores of products.

The pact would set duties of 15 percent on imports of items such as wine and automobiles, or about half the 30 percent the president had recently threatened.
