An incomplete drug-smuggling tunnel between Tijuana and Otay Mesa was located and disabled by the U.S. Border Patrol, officials said Wednesday.

DPS said the theft ring involved stealing cars and then renting them out to unsuspecting customers on a car-sharing platform.
